In a Dutch oven, heat the oil over medium-high heat.
Stir in the onion, celery, and chili powder, and cook for 3 minutes or until soft.
Cook for 10 minutes after adding the corn, Worcestershire sauce, diced tomatoes, and 2 cups of water.
Fish should be cooked through after 3 minutes of addition to the pan.
Cayenne pepper and salt can be added according to taste.
Add parsley and stir.
